Hello. I went to the Militia HQ.
There were 3 guys at the entrance that attacked me right away when they saw me from far.
Then a hand full more came to attack me. I managed to kill them and the few zombies that were attracted by the sound.
Then I went inside and there were 2 more guys randomly standing around on their own. I surprised them and took them out.
The first weird thing I noticed was that every object on the map contained zero items.
Then I entered the big building and there was a woman in a cage called Parisa.
She ignores me and there is no door to the cage that could be opened.
I could shoot her, but it seems I should rescue her somehow.
The map is completely free of any enemies or anything to do.

It is probably some kind of bug. Any known fix?

Are you sure the map is completely free of enemies?  You have a check every room and every corner of the map to make sure there are none anywhere.  A bit of a pain, but that is how it is set up.

Good call. That could explain the missing items.

It was something like day 83 or so. Very late in game. I had already destroyed the military base. But I couldnt use the helicopter that I came to destroy the base for xD Anyway, I beat the game without Parisa, because I couldnt find a solution.

At day 83 the base would have been wiped out by the military.  That is why there is no items.  Parisa should have been gone and not even available to talk to.

Note, the helicopter ending is only available if you have the helicopter, a helicopter pilot and

Oh, so I had too many people for the helicopter. Well, it could have told me that. But that bug should be fixed. I killed the military so they could not have destroyed the militia.
