Wait, what? I can understand the wish for charisma to play a part, but etiquette has much more to do with perception than it does with charisma, or at least, it has SOMETHING to do with perception. My ability to interact with high society and conform to their mannerisms is very strongly based on how well I can perceive both the tracks and connections of the nobility and the mannerisms thereof. Deference is, at the very least, one part acuity, three parts charm. PER+CHA*3 would make much more sense if you still wish it to be largely charisma-oriented. Unless this fits in much better with regards to gameplay?
