Does it help accuracy for melee builds? I notice it only increasing rangwd weapons skills.

Yes - it gives you +5 to-hit for each point in any weapon.
It's much more important for ranged weapons. For melee weapons you're almost always better off using your points elsewhere - particularly in the second release, with the 20% lower limit on to-hit-chance.

Previously it was a viable strategy to neglect offensive skill, go for very high dodge/block, and hope to be hit very rarely. In that situation, an extra point in Per might have increased your to-hit-chance from e.g. 20% to 25% - a highly significant difference. You could previously get away with such low to-hit-chance by having great defence. Now that great defence isn't really possible (anyone has minimum of 20% to hit you), it makes more sense to invest significantly in attack. Once you do that, Per starts to be much less important - e.g. increasing from 60% to 65% isn't really too important, so you'd be better off investing most/all points elsewhere.

This isn't necessarily true if you're going for criticals, but you probably shouldn't be doing that until you know what you're doing.
